The Plastic Bag Plastic Initiative Program first targets areas of high trash generation and which are subject to the Los Angeles River and Ballona Creek Trash TMDLs, requiring a drastic reduction in the amount of trash that is deposited into these waterbodies.

The High Trash Generation Areas were identified based on the amount of trash collected by the City of Los Angeles' Bureau of Sanitation Catch Basin cleaning crews between 1999 and 2004. These amounts are indicative of the trash generated from that particular area and a map was generated by calculating a spatial moving average of the trash generated into the catch basins.

Of the total materials collected and analyzed, plastic bags were found to be the most significant component of the accumulated trash.
